Black Magic Stone is easily farmed inside Ice Wizard Tower - I doubt you'd have any trouble. Just bring AoE chars like Ele and bluster away. :)

They'll come in a later patch yeah, as a reward from a new raid in Bahia Port called "Chamber of Secrets".
